Eileen,

    If you say it's legal, why do they harrass him?

What kind of business is he involved with?

Why are they upset?  Does it bother them with noise, bad odor or is the

  trailer an eyesore?  Then why don't you tell them that it's legal so they won't bother him anymore.

Remember you will live next to them for a long time so don't add any fuel, maybe the trailer should be moved, maybe your son is in the wrong, if so go ahead and move it, if not then call the police and report the problem so you have a record of what is happening.
