Is this legal?

I recently quit a previous employer to work for a new company and was making $14.00 an hour, when i received my last check by mail it was only minimum wage of $7.25. Is it legal for an employer to only pay minimum wage knowing they should of payed you the full amount?

No, it is not legal. It is up to you to prove it though. If you do not have any documentation (pay stubs, contract), then it will be very difficult to prove. Good Luck.

If you can prove, by way of Pay Stubs, that your hourly rate of pay is/was $14.00 per hour, especially if your hourly rate is indicated on the Pay Stub, and/or if your hours worked multiplied by $14.00 equal the gross amount of your pay check (Total amount of Check prior to the deduction  of Taxes etc) you can notify the Fair Labor Practices Board, it is usually a State Board or Commission and file a complaint, usually the employer will claim some sort of oversight, apologize and pay you the difference. Hope this helps you out.

In the state I live in it's called the Wage and Hour Board. Likely it's called something like that in your state. It's easy to file the complaint but it will take time and you will win if you have some proof.
