Can an attorney withhold forms, notes, letters ...

Can an attorney withhold forms, notes, letters, ect from a file.  We have had a change in board member of an HOA and are concerned that the old board members will have the attorney with hold info.

I think they do it even though it is not right to do so. They think what you don't see you don't get.
