Is there a legal way to find out who a vehicle is registered to if you have the license plate number? I'm not just being nosey or stalking. I have a valid reason for wanting to know.

Have you tried checking at the local DMV? I think they might be able to give you the information but I'm not 100% sure.
Best advice is to ask a local attorney. Most will NOT charge for a first visit.

depending onyour state laws& county, you will be asked to fill out a form and proof ID this can be obtained at the county court or where ever the license plates are issued.
