Got a leaky water pipe in the front of my house.

Need a little help. . .there is a water pipe at the front of my house right by the front door with three valves, one is for attatching the hose to. I've noticed water pooling on the dirt around it, and it seems to be leaking from the lowest valve, you can see the water coming out of the seal. I don't know if my kids messed with the valve, should I try turning them, what will it do? What should I do?
