The law on time share sales.

Can anyone point me to the 'law' regarding sales of time shares that specifies that I pay a sales fee (often called somethin else) before the sales is made?  How about you who are in this business.  Can you justify this for me?

Check with your real estate commission in your state as well as the state where the property is located. It sounds a little fishy to me. Never heard of it here in Maryland. Commissions, yes, but sales fees no,
