Where can I find a good and reliable language translation tool?
Probably in the CIA, - maybe in some other countries in similar places. All others are neither good nor reliable.
The search for people who can answer your question continues for as long as needed - until you find the answer you were looking for.

You haven't mentioned what type of translation software you really need. If you're looking for a general translation software then you'll find plenty of them on-line. But if you're on a look out for specific domain related translation then try Language Weaver . They offer many products and services related to technical translation.
