Wow, 28 cats is a lot, that's for sure. I'll be honest, I think you're in over your head. You might be better off taking at least 25 of them to the animal hospital, and surrendering them there. They will be taken care, given medical attention and will eventually be adopted out to good homes. You do want them to live a good life, right? I truthfully think if that's what you want for them, this is your only option, especially since you live on a minimum wage salary. (I too live paycheck to paycheck and fight with myself sometimes not to take in every stray animal, but I realize I'd do them more harm than good if I cannot provide the best medical care that is out there if/when they got sick). I am guessing this is not what you wanted to hear, but if you are like me and want what's best for the animal, you will really think about what I've said and make the right decision.
