what does IROPPOI NE HONTOO DA mean in english?
Not knowing the context, mostly likely it is a response to a comment that "X seems like Y" and the responder is saying "It does have that flavor" ("Iroppoi ne" literally: it is of that color, isn't it) followed by "That's true" (Hontoo da).
