Why isn't my gravity f collection tank filling completely?

I have a natural spring at 9,000 ft. elevation in the Sequoia Ntl. Forest.  Recently, I have been unable to get my collection tank to fill more than a foot or so, even though the spring box manifold is higher than this tank and the water supply looks good.  What's wrong here?

Filters

  1. Filters are optional for water storage tanks or cisterns, although sand, leaf debris and insect debris may foul water quickly depending on the season. Floating filters may be installed to keep harvested water clear and flowing properly without clogging lines and causing headaches with extra maintenance.
