I don't know Hebrew; so I can't comment on the site's content.
However, I can give my opinion that the domain name wouldn't have a meaning to a typical English-language user. (Some might know about "ICQ" as an instant messaging program and related website; but they wouldn't know about "IPQ.")
Also, I note that the current traffic rank of icqipq.com on Alexa is 2,368,890. You can see the statistics here.
So I doubt that the site is valuable right now. That doesn't mean that it lacks good content or won't eventually become valuable.
