Looking for an in-house system/program we can use to tag a huge library of photos for easy access by staff

Is there a program or a system we can use to tag a huge database of photos for our company, and then have it hosted internally so that our staff, when they need a certain photo, can type in tags to search the database, find the related photos and access them?  My boss recently had an idea that we should group our photos into folders on the server so that others here could find them, but I think having a more intuitive kind of intranet or database where they could search them with more than one tag would be a lot more user-friendly and would keep them from endlessly searching through a list of folders for that right one. Flickr is great for the outside public, but we obviously would not want our photos out there for just anyone, and we would need to be able to download them and not just view them only. There is so much new technology out there appearing constantly that I figure someone out there must have an idea or suggestion.  Thanks.

There's an open standard for tagging pictures called IPTC. There are a few programs that allow you to write, read and search tags on photos, for example

kalimages. Think all you have to do is save the photos on a shared folder and let the users use kalimages on that folder.
 

There is a software product called Benefit that is deigned as a CRM system and allows unlimited amount of photos to be stored and linked to the system. Pls see http://www.vintec.co.il/crm.html
