I think that it's definitely possible to be attracted to one's personality and not their looks. If this is the case, I would say that it's definitely worth it to go out with them and see where it goes. As long as their looks don't gross you out or something. It is true that looks fade. It's really far from the most important thing.

I have to agree with your mom. Looks do pass. Your friend should date a guy who she's compatible with. Physical looks are not always as important as personality. I personally have dated guys that others would say were not great looking but they had such great personalities that in my eyes, they were very attractive. The more you like someone, the more attractive they become. It's important to remember that.

I think it's one of the most important things though definitely not the most important. I don't think there can be a healthy relationship without some amount of attraction. Later on in a relationship it can certainly become less important but I think it still has an important place.

Looks don't mean crap unless the person has a personality. Look for the personality first and don't worry about the looks.
