My husband built a beautiful deck of locust wood ...

My husband built a beautiful deck of locust wood, a few years ago. We are now in our fourth year and still have not found a stain or preservative that lasts more than one season. The deck stain wears off very unevenly and there are many areas turning gray or black. Each spring, we power wash it with a deck wash, sand it down and then re-stain it. It looks great, but how do we keep it that way? It is a lot of work to do each year, and we are still trying to find the best stain. Any ideas?
