Sadly , there are still a few countries where hunting elephants is legal: South Africa , Namibia , Botswana , Zimbabwe , Tanzania (see page 17 in the link ) http://www.traffic.org/content/14.pdf
Annual export quotas for live specimens and hunting trophies were granted as follows; Botswana 5, Namibia 150, and Zimbabwe 50, and it was to be for non-commercial purposes. (http://www.american.edu/TED/elephbot.htm)
Some – Zimbabwe, South Africa, Botswana and Namibia – have retained healthy elephant populations and believe they should be allowed to export ivory.
