Our exterior steel doors on our deck are leaking ...

Our exterior steel doors on our deck are leaking water in through the lower sill with all this midwest rain. The doors are raised above deck level and do not have any water sitting around on the outside. How can this be repaired? Thx, Soggy in Missouri
