     The same thing happened to me before.  I had to buy more  wallpaper paste

from Home Depot to finish the project.

I hung paper for years and I NEVER hung it without pasting it with a thin layer of  paste. Because you don't want call backs that cost money and eat profits we never did a paper job with just what the manufacture provided. We acted like it was un pasted and never had a problem.
