In WWII, did Germany and Japan coordinate their imperialism or did one just take advantage of the situation to make their move?

The Japanese attacked us, and declared war as a result of tensions between Japan, and the U.S. resulting from our aid to China in resisting Japanese aggression.

Hitler declared war on the U.S.very shortly after, mostly as a show. Roosevelt would have had to at some point commit us to war in Europe to save France, and Great Britain from defeat at German hands. The U.S was the only country that Hitler formally declared war on.
