10 blogs sounds like a lot of effort ... It makes me think you are looking at making a mini-net of sites off different servers ... but I might be wrong. You'll certainly start with blogspot.com and wordpress.com and then go with whatever services in your country are available from major portals - they all offer free blogs so it really shouldn't be a problem for you to identify them.
I would be very cautious about starting these blogs on free services - it may turn out to be the wrong move some time down the line when you want more services and have to migrate to a new server - that's gonna be a nightmare, so be careful: this is a very important decision ;-)

But personally I would just pick one or two on wordpress or blogger and stick with that till you know what your doing. Running 10 blogs can be a bit of a challenge.
