I hear thats it's important when grading the Sparkle and Brilliance of a diamond, but what is it?

The "sparkel" or "brilliance" of a diamond is strictly a function of how the diamond is cut. By "cut", we mean the actual proportions between the diamonds "table"-"girdle" and "culet". When light enters a diamond through the table, it bounces around the facets, and if cut proportionatly, the light will be reflected back out of the table. The actual term for this is scintilation. The only 2 grading reports that are really thought credible in the jewelry industry are GIA and AGS. Other grading firms such as EGL or IGI have looser grading standards. A diamond house will use EGL or IGI to get a higher grading report for tha diamond, as the better the report the more they can charge. Buying on line is a BIG mistake, as often times the diamonds do not actually match the diamond you are being sold AND you must pay up front! Go to a local independently owned jeweler that is AGS certified , or one that will only offer a GIA or AGS grading report for their diamonds AND if you are still skeptical, understand the return policy and then take the diamond to an independent appraiser with GIA certification for an outside appraisal.  BZ's info above is correct. The eCS is the e-praise cut  score which purports to offer new way to look the value of a stone. The eCS establishes a numerical rating of the stone evaluating the cut quality of a diamond in strictly geometrical terms. The eCS does not consider details such as symmetry, finish or polish. The formula hasn't really caught on and you are much better off using a GIA or AGS appraisal as BZ mentioned above. The e-praise website appears to be down currently.  I've seen a bunch of smaller labs and services go under recently. Another reason to stick with the biggies.

Appraisals are by nature subjective, a mixture of both science and knowledge and there is room for error. Two appraisers can come up with a different evaluation of a stone but will generally be close.  Stones do not have absolute value the way something like gold, which is measured  by the ounce, does.

Both answers neglected to address the question. Before it went down, I had the opportunity to review their site. Under what they call "Common Basis" I saw a chart which compared 128 certified diamonds from the labs they both mention and saw that they are from 10 to 15% divergent. Further I read that when they appraise a gem all the factors of symmetry, polish etc are considered. I understand now that the eCS is a numerical delineation of the comparison of the subject gem to the Tolkosky IDEAL CUT based upon all the factors which made that concept universally accepted for over a century without bias to make a broad sample of stones salable as of greater value than they deserve
