Every story has an end but in life, every end is just a new beginning.

Scary to think that any state is unhealthy, but I don't think it'd be fair to offer such a tax break.

Strange question; by "unhealthy state" do you mean a state of being, or a state of the union?  I assume the former, but regardless I would answer NO:  Taxes are absolutely not supposed to be dependent upon one's (or one's state's) health.

Acid rain, global warming, polluted oceans, and other unhealthy conditions factually inform us that its the world, not any nation, continent or state that are more unhealthy.   Reports indicating 'most or more unhealthy' relate to how the harmful elements are trapped or collected. You know, we have all seen it, like paper, leaves or dirt blown by breeze  caught up in a corner of some entry way of a building or house.  Some cities sit in natural bowls created by mountains and therefore fail to vent properly to circulate cleaner air.  No funds tossed at this problem can correct it.  I've seen Catalina Island beach covered with trash and filth from China, across the ocean from America.  Taxes should neither be increased nor decreased as determined by the 'healthy' rating of any city. Public funding to resolve the global issue that makes cities, villages, states and nations unhealthy now and in future generations must be budget responsively and not as slush funds entangled in polititcal schemes to allege correcting the environmental ills.   America and all modern nations can learn from Egypt.  The Nile, nature, ruled the development of Kemet making it great, powerful, noble and healthy.  The fall and rise of politics that steers the issues of pollution fails all people, plants and animals.  We need balance, morals and ethics in government to float in the pure air of reason to ensure healthy cities.  The price of gas has nothing to do with scarcity. The high cost of gas has to do with greed.  Living in an unhealthy city and granted to pay fewer taxes will only enable a failed system to excuse itself and allege you have a financial benefit for living in polutted air and contaminated water.  Health is wealth and babies without the right by age to vote must be protected and supported to grow up in a clean safe and healthy world.  The solution is neither higher or fewer taxes its holding government accountable to humane logical and wise budgeting designed to respect and protect the one and only living planet known to us.  Check out MYSPACE or AOL Video my free clips, you can play slow to get the full message, NEW WORLD PEACE BIBLE and NEW WORLD REVELATION BIBLE  The question is great and you earn to be appreciated for it.  Without sufficent responsible citizens actively involed in the decisions, plans and budgeting of government there will be no government, only failed, flawed politics for the few to the hurt and injury of the many.
