I have an additional fan on my PC to cool the hard drive. The fan blows air into the case, at the hard drive and it brings a lot of fine dust. Wouldn't that fine dust enter the hard drive case little by little and damage what's inside?

No, your hard drive is well sealed and will not ingest outside dust.    A light coating of dust will not hurt anything.

You need to simply vacuum out any serious accumulation over time to prevent loss of airflow.

Depending on how dusty environment is, you would also want to check fans, cooling vents, and heat sinks for serious buildup every 6 to 12 months.  Vacuuming and brushing with a soft brush is preferred to compressed air as it will not force debris into cooling fan bearings or optical drives.  If you do use compressed air, hold fan blades while cleaning to prevent over-revving of fan mechanism.

HDD's are sealed from the environment and only a tiny, filtered hole remains that needs to be there to adjust for pressure differences when the disk is transported or installed at different altitudes. Fact remains that nonetheless the actual disk chamber is entirely encapsulated, fine, very fine dust particles will enter the chamber even through the HEPA class filter and accumulate over time inside the disk due to the ongoing air flow (disk heats up, air expands, air flows out and reverse on cool down. However, immensely long periods of time are required for dust to visibly build up inside the HDD. One way of minimizing this effect is to keep the PC and disk running 24/7 like in a server or to reverse the newly installed cooling fan that it blows out instead of into the case.
