The next time you see him, give him that beautiful smile, introduce yourself to him and tell him that you are neighbors and let it go from there. If he's interested in you, fine but if not , then don't be bothered if he passes your house with his loud truck or his quiet motorcycle.
Do other things to meet a nice person that may turn out to be your soulmate. Attend church regularly, go dancing, ballroom dancing is better because there are lots of eligible men your age, play tennis, golf and other activities you love doing.
