I may not be Mr. Know It All, but I knew him well and he taught me much.

You better do some research. I have been a prospector for 25 years and have known guys who went to Mexico to prospect and mine gold. Of 3 guys, 2 were arrested for attempting to steal property of Mexico. The other was detained at the border and his gold was confiscated. He wasn't arrested, but all of his work was for nothing. I have one other friend who went down there, set up a mine, employed 4 or 5 locals, and has never been bothered by the Mexican police or government in over 7 years - YET. He had wanted me to buy into this venture way back when he frst went to Mexico to scout out a couple of open pit mines. I had a trommel and some other equipment that he wanted, and he was going to let me in on the deal if I gave him the equipment and then came down there to work with him once I retired. Since I had known about these other guys getting busted or ripped off I wanted no part of it. Sure he's made ome money in those 7 years, but he's also had banditos rob him a few times, his equipment has been stolen and recovered a few times, and he's had dishonest help a few times that ripped him off. None of that seems like it is worth the trouble to me.

It's hardly worth the bother if you don't set everyting in stone and in writing with their government. Otherwise you may be wasting a lot of time and sweat equity.
