A:First of all if your are there before lets say 28 of December it actaualy a holiday called: Día de los Innocentes Día de las Máscaras en Hatillo. Kind of like the local "Mardi Gras". Amazing half day experience. On the new year eve I am pretty sure there will not be people outside but during the week there will be street parties and you can look for some good ones in like anywhere else, try Old San Juan, Babylon or wyndham.
