What is the best or unique gift not too expensive ...

Start out by writing a list of things he likes to do or enjoy; and next to each item come up with a material present.  For example, lets say he likes music, then you can put next to music, the names of some of the CDs he may like. 

And then narrow down the list to something he would enjoy the most and look for that gift.

I was in a similar situation to give a gift to a friend of mine last year, to give a unique but not overly expensive.  Someone suggested a verry cool program called Ribbon Gift - In this option, you can give your boyfriend a gift album that has a collection of gifts, and he can get to choose one from among them.  Prettty cool.

Make him a CD with songs that remind you of him or of bands/songs he likes. Last.fm gives you recommendations if you enter a band or song. You can also look for unique hand made things on etsy.com.
