No fun in dysfunction - what to do with a near-delinquent and messed up family!

Situation: divorced parents have two daughters, age 19 and 16.  The father has the house and custody of the 16 year old and now doesn't want her because she is running wild,is destructive,drinks/drugs/smokes, causes trouble, is probably in need of psychiatrist.  The mother is poor, lives in efficiency apartment, doesn't want the 16 year old for the same reasons (but is desperately worried and wants to help somehow, doesn't know what to do).  The 19 year old lives on her own and wants to take charge of the 16 year old. So the father wants nothing to do with any of them (he wanted his house, he got it, he's done).  The mother is crying her eyes out and doesn't know what to do about child support and all that.  The 19 year old sister is doing her own thing.  The 16 year old is staying with the sister for now.  It's a mess.  What can the mother do?  Should she get a lawyer?  Go to family court?  Should the 16 year old go on PINS?  Where to start???

She should get a lawyer, and she should get counseling. The girls need their parents, and right now they're not getting them.

It's not too late.
