Use a penetrant such as "BLASTER" to soak the bolt.  Use a six point socket when you attempt to remove it so as not to round off the the bolt.  If it's already rounded use visegrips and move the bolt back and forth until it loosens.  There are several brands of tools that offer sockets specifically designed to remove rounded bolts/nuts.  Sears carries them for both hand tools and impact.
