Yes you can get real estate records from the property owner's address.
At work I often use Gov property records search and from that link I insert the property address and I can get property details including the property owner's name.
Once/if you have the property owner's name you can research more property history at (same website) Gov real estate searches . You can find out more info that you require about the property.
This not a free service, but taking into account the ease and reliability of the information, it's well worth it, and many times our reputation depends on it.
Before this website I wasted plenty of time on some so-called "free property records" websites and other county and governmental sites, however I encountered many problems, for example:
1) The governmental and free real estate records sites have small databases which are seldom up to date or furnished with complete info, so our sales staff always had doubts about the reliability of the data.
2) There was usually a fee in any case at the so called "free" real estate search sites or a link to pay sites.
3) Most importantly : These smaller property records sites are just too limited in size and usually concentrate on small regions and counties ... their directories / databases are too small for complete , accurate or up to date info.
