Ok, for those in a similar position...

I used  Gov property records searches , a personal and property records search site, to check details of the property history.


You can also check Gov property owner address records to get the property owner's name from the street address,
 
it's not a free property records site, but well worth it, because of the amount of information supplied and the ease of use - compare that to running around between county clerk offices and other government buildings ....

If the necklave is important for you then I would take it to a Jeweler and have it fixed.

I wouldnt mess with it at home it might get ruined. YOu can try remove some links the problem is closing it back together.

Land titles. Each City should have a land titles dept - maybe provincial, federal (state or federal). Like that you should be able to get some free property records - not as quick as an online search, and depending how easy it is for you to get to the correct offices.

The county tax assessor will have that information. It's public record but there will be a fee. Use a search engine to see if either of those two governmental entities for your area have searchable web sites.
