Without more details its hard to say. First breakdown your expenses for at least 3-6 months, this includes EVERYTHING: rent, inventory, supplies, payroll, advertising, utilities (and more) and don't forget to include your living expenses for the same amount of time and probably out to a year. If you aren't making a profit after six months then it's time to close up shop but before you do so, research, research. That includes target market, location and try to get an idea of cashflow from competitors. If you find that in your area for your market you can't cover your expenses (which you listed above) then don't even start it. Trust me.

As far as I am informed, you would need following expenses: shop rental room and equipment for flowers such as fans and other as well as a floral designer. Can be very expensive.
