What can happen if one never makes payment on ...

What can happen if one never makes payment on bankruptcy? I hear that there exists the possibility of creditors coming after you again. Is this true? Does it start the process all over again?

Also, can one try to negotiate with credit card companies, even after they obtain a judgement to garnish wages? If so, what is a reasonable amount on say ....$19,000
