who decides the color trends?
I don't think that anyone really decides besides the people who just decide to wear something (it can catch on).... or sometimes it's from celebrities or models, sometimes it's something that designers decide on, etc.

no one really. i mean fashion shows at fashion week, models magazines, celebs and "fashion experts". the more people are wearing something, the more it will catch on.

I think designers and fashion magazines have a large part in deciding what color is the new "it" and what colors will be popular for the season.
The forecasters watch us the consumers. These forecasters know our shopping habits and know that colors just like certain trends go in cycles. So even though the Color Association decides what the "it" colors are for the season, we ultimately help shape their decision.

and also moods of individuals..like in spring we like to wear colorful clothes
while in winter v prefer wearing englisg shades or blacks..
