I think if it was someone you both didn't know very well, it's likely he was flirting, but if it was someone you were very close with and you were visibly upset, it's likely this man was just trying to comfort you. The only way to know for sure is to make a move. Call him and invite him out for coffee sometime. If he says yes, he is clearly fancying you.
