My eyebrows are badly burned

Do you need to be certified or licensed to wax eyebrows ? Can I go to small claims court to sue if my eyebrows were burned because of negligence ? I have 2 burns on my face, 1 is in the middle of my forehead & the other is under my right eyebrow. Please help.
