The belguim consulate had no jusidiction on us. So, we found out that we did indeed have to contact the consulate that represents the citzens of my country in Barbados, which was in Caracas, Venezuela. The solution to my expired passport was an Emergency Travel Doucment which is valid for a limited period of time (15days max.) for me to get back to my country and renew my identification. Everything is now resolved, I thank you for your help and i hope this may help someone in the future as well.
