How to open my home for pay as you can counseling for teens and families on a pay as you can basis without my having a degree/certificate/license? I have life experience, in many aspects on helping teens with family issues.

If your not calling yourself a "professional Councilor" and you let the people know that you have no "Degree" in anything , your not really doing anything wrong. Your simply wanting to give advice.But to take a profit for this, you would have to claim the money you know.
