You need to give him a time line. You must have a job and be working by x date, if not then he is out of the house. At the given date, change the locks and out his belongings on the front step.
Conservation: Paying more and getting less.
If his name isn't on the deed or the lease, call the cops and tell them you want him gone. They'll take care of it.
