I wouldn't assume :-)

Wanting a job badly doesn't mean the applicant is qualified. You want to make sure you get the person who is best suited for the job.

Wanting and motivation are important factors, but if you have others who are more equipped, or knowledgeable, maybe you should consider them.

Perhaps you should have a scale, where you decide how much weigh you give each factor, like preparedness, motivation,. capabilities etc. and based on this objective parameters, decide who is best for the job.
