Email problem -- When I send an email to a receiver on MSN it shows that it was sent in my sent file but the receiver does not receive it. Would that be a problem on my end or the receiver's. Neither have this problem with anyone else

For those of you, like me, who have encountered problems using the Internet and email systems today across the country, for some as yet unexplained reason, there are problems. There isn't any indication -chemical facility near Houston (TX). They have been having problems with both the Internet
