I seriously doubt it. Why don't you get your masters or do post-bac work for what you want to study next? Doing a bachelors for a second time sounds a bit like a waste of time, and I don't think you are going to get very much financial help. You can always apply for outside scholarships, school loans/grants, and academic awards...
You can always try to apply but I doubt you'll receive any funding.
I'm pretty sure you can but I do not know the requirements for re-established citizens of America..Just talk to Financial Aid at your school!
By the way, congrats on your education. I still have two years left for mine! : )
