Am I eligible for Affirmative Action?

I'm at the time where I'm beginning to apply for admission to many universities and scholarship programs. While studying some family trees recently, I discovered that I have significant Native American ancestry. All of the ancestors that are 100% Native American are at least 4 generations back.

My question:

Are there any guidelines/laws/legal precidents concerning what percentage of a race a person must be in order to claim to be a member of it for the purpose of affirmative action or similar programs?

In order to be eligible for any Native American scholarship you first have to be enrolled member of a federally recognized tribe, othewise most chances are that you'll be rejected. You also have to be more than 25% indian blood- If you are the 4th generation and the first generation you are refering to is 100% Indian I guess that should be enough.

I was born with a deformity to my left hand. Haveing a thumd and a pinky no center fingers. I was unable to join any of the armed servises. Have been turned down on many jobs. Though a 3rd. degree Black Belt in Shotokan Karate was turned down to compeat on E.S.P.N. Sports (full contact).Have been past over many times for promotion by minority's. I was told it was because I was white and male. The fact that their is a desibilty's act did not matter.
