can you convert  something that is 220 volt to 240 voltage eg. something from turkey to a plug socket here in the uk?

The voltage in any electrical city system is not really staedy (has peaks around it).  It is most likely that if it is planned to 220v it will withstand 240V without any problem.  Basically it's not the voltage that causes the problem but the  current.  V=RI
