Businesses require advanced infrastructure such as electrical power, water, access roads, acces to railroads, sources of manpower, educational, recreational and health facilities for their labor force, etc. Businesses also thrive in areas of low taxes. If state aid is applied to encourage all these requirements the state will attract new businesses.
