If had had done your home work and read the deffinition of the word you could have answeredd your own question.

First a monopoly can be both good and bad for the economy. Second a monoploy does not need a bureaucracy or corruption to exist.

If you would only read your history of the country regarding its growth and econmic advances you would know that as much good that the government  has said it has done (re: antitrust) in many cases they have made it worse for the economy As for corruption, that exists weather there is monopoly or not.

The only monoply at this time you have to worry about are some members of the congress and the president. You will find both corruption and bureacray running wild infecting all of us, at the same time disregarding the Constitution, and this is the group that is always touting the the rule of law, watch your pocket but more than that watch you freedom and liberty.

Yes you can have a monopoly with corruption and bureauracy.
