Are there any indexes/ charts of the scale of state bureaucracy in the countries of the world?

I'm not sure what is meant by the question.

If you mean how many employees, yes governments publish this information regarding current permanent employees.

Many western nations also publish the salaries of their senior managers, directors and other salary officials.

If you are speaking to how many levels are operating within the specific level of government (whether it is municipal, state, or federal), that information is pretty readily available  as most government publish full staff directories (if they are not under a security screening process).  For instance, you can determine how many business units are under a single division within most western governments.

Most governments publish their org charts or their org directory and they do this online.

Thank you for making a point JtotheA. What I have in mind are some indexes (in the same sense as of stock market indexes) containing indicators like the ones mentioned by you, plus some more, such as how many papers one needs to fill in order to start a business enterprise; how many papers one has to fill in order to pay taxes; the ratio of the number of public servants over the number of working citizens, etc. Then I would be curious to see a chart ranking those indexes.

In terms of paperwork within a beauracracy, local "watchdog" groups in democratic countries keep such information.  However, their own analysts compile this data, and it generally isn't shared internationally for a central index. 

For instance, in Canada, there is the canadian federation of independent business

This group monitors such information, but I have not heard of them providing this information beyond requests from members.

As for employment data, the UN actually has a surprisingly comprehensive list in terms of percentage of employment in comparison to a countries population, and in comparison to the related world region.  In addition, they do publish the state expenditure on civil servant wages in comparison to the government's total expenditure.  An example:  Venezuala .

The World Bank also publishes a full list regarding government effectiveness, which relates again to bureaucracy.  It also allows one to do for a world summary or to compare countries within a region, and other methods.
