Of course there are English-Chinese dictionaries The best online ones are www.zhongwen.com, as well as eChineseLearning. Chinese is not a difficult language to learn especially now theat there are tons of resources designed to help learners. Just conduct a simple google search and you will see there are lots of different ways to learn.
