Basically the lower you are the safer you are, because the air serves as a kind of protector, so the lowest spot in the world (the Dead Sea in Israel or Jordan) is probably the safest. However, I wouldn't really expose myself or others to direct sun light for any length of time even there.

At the Dead Sea, Israel or Jordan. It is the lowest spot on the earth and the relatively thick layer of air filters out more ultraviolet rays than in any other site.

I don't think there is anyplace in the world where it would be safe to sunbathe because of legitimate concern for developing a skin cancer. It is probably true that the Dead Sea is relatively the best place anyone sunbathing there should be careful of exposure to the sun for any length of time.
