As is unfortunately typical of the majority in this country, you want to fix drug abuse by stopping the supplier. This approach never worked before and will never work in the future, (Please refer to the history of alcohol prohibition in the US).
If you really want to slow down drug abuse/use, (stopping it is a ludicrous pipe dream), you need to supply education! And by the way, if the education makes ridiculous claims of the destruction to the user that a particular drug can do, (one that comes to mind immediately is marijuana), then you will find that to be a huge mistake.
Our so called "Drug Czar" in the DEA has absolutely no clue about the very substances he's assigned to work with! The last time I heard him speak on the subject of marijuana decriminalization/legalization, he had made so many erroneous statements about the drug and its statistics that he made himself appear to be a complete inept buffoon on the subject. His asinine attempts at thwarting "children" from trying marijuana likely caused an increase of people who not only tried grass but figured out that he's probably entirely wrong on all his anti drug stats, (and he was), and so went on to try harder stuff.
It's these pompous leaders armed with ridiculous lies and spread by hypocrites and clueless idiots that is making the whole "education" process take 2 steps back for every step forward. You don't stop drug abuse at the supply side. You reduce the demand through the use of honest educational means, (as I said before, it will never be totally stopped). That approach will work for most of us, (I’m one of many).
