can i become a jewellery designer while my drawing skill is not so good?
Any design must be sold; therefore you must have the means to show your design to a potential customer. That doesn't necessarily mean that you have to show a drawing. Perhaps a sculpture will do or some type of model. Otherwise the best design will remain in your mind and in your mind only.
